There's a hard way and an easy way, the hard way is to start a game like any other and work you're way up until you're good enough to be offered the job.

Then there's the easy way, you just enter the same name as the current manager of that nation and you can try your luck at the highest level from the very start. Go one step further and edit the managers database beforehand so that name is your own, amend the name of the current manager or add a new record (but don't forget to send the other manager back to the job centre).
